CONSTITUTION OF THE ALL PEOPLE’S PARTY

As amended at the 2nd National Congress held at Shalom Centre, Windhoek

ARTICLE 1: NAME

The name of the party shall be The All People’s Party, in short the APP.

ARTICLE 2: LOGO AND COLOURS

Our logo is a light red flag with the map of Namibia in black in the centre of the map. Within the map is a circle of thirteen diamonds and on top of the diamonds is the abbreviation of the party – APP, whilst at the bottom is the Slogan, “We are one”. One heart, one love, one idea, Trinity of God!!!

Meaning of the Logo

The red represents our collective resolve, determination and courage to ensure that our people and country will achieve the objectives of equality, justice, prosperity and unity in our time. It also symbolizes our love for our motherland.

The black Namibian map represents our people as the most precious and valuable resource of our land.

The diamonds represents our country’s vast natural resources and wealth. The number of the diamonds, thirteen, represents the thirteen regions of our country, united in its diversity.

ARTICLE 3: AIMS AND OBJECTIVES

3.1. To unite the people of Namibia in one open and truly democratic party which represents their needs, aspirations, dreams and ideas and collectively work for their practical realization.

3.2. To mobilize the Namibian populace towards self reliance and to be owners of their natural resources, wealth and their own destiny.

3.3. To fight for the total eradication of poverty, unemployment, inequalities and any form of discrimination in our society and establish a society of opportunities for all its citizens and residents.

3.4. To work for the equitable and fair redistribution of our natural resources and the proceeds thereof to the benefit of our communities and all our people.

3.5 To take over the reigns of government and establish a modern mode welfare state in which all citizens have free access to quality public health institutions, free quality education, descent housing and are guaranteed a descent standard of living.

3.6 To create an open society from any fear and broaden real democratic participation free from intolerance of each one’s idea and to participate in regular free and fair elections.

3.7 To mobilize the masses to reject all forms of neo- dictatorship and the cult of personality at home and abroad.

3.8 To promote true patriotism based on based on true love for the motherland and patriotism with an internationalist outlook.

3.9 To promote and fight for equal representation and empowerment of women at all levels of the Namibian society, and the realization of 50/50 representation of men and women in all institutions in our society.

3.10 To fight the scourge of hatred, hate speeches, ethnicity, racism, tribalism, regionalism, and nepotism at all levels of our society.

3.11 To ensure visible equitable representation of all population groups in all the institutions of government of our country and in the private sector.

3.12 To work in concert with other progressive forces on the African continent and those in the diasporas for the speeding up of the establishment of the United States of Africa in the near future.

3.13 To ensure that the economy is re- structured and re- organized in such a way that the country’s major means of production vest in the hands of Namibian communities and entrepreneurs in order to guarantee real national sustainable socio- economic development and progress.

3.14 To spearhead the moral, cultural and ethical regeneration of our society.

ARTICLE 4: PARTY STRUCTURES.

There shall be the following national, regional and local structures of the party: –

4.1 NATIONAL

4.1.1 National Congress (NC)

  1. a) There shall be a national congress to be held every four (4) years.

  2. b) The congress shall be the highest decision-making body of the party.

  3. c) The congress shall elect the party’s top office bearers and the members of the Central Coordinating Committee (CCC).

  4. d) The congress will receive reports from the leadership of the party and review the work of the party during the preceding period

  5. e) The congress has the power to review and amend the constitution by two thirds majority or take any such decisions and resolutions which it deems fit for the party’s progress.

 

4.1.2 Central Coordinating Committee (CCC)

 

  1. a) The CCC shall be made up of 30 members directly elected by the National Congress.

  2. b) The CCC shall be highest decision-making institution of the party between two congresses.

  3. c) The CCC shall meet twice a year or whenever needed.

  4. d) The CCC shall direct the work of the National Bureau and monitor the implementation of the congress resolutions and any other directives which it may give from time to time.

  5. e) The CCC has the power to direct the leadership of the party to enter into approved agreements with sister organizations or any other institutions.

  6. f) The Central Coordinating Committee (CCC) shall elect the rest of the members of the secretariat amongst its members and shall have the power to co-opt 10 additional members.

 

4.1.3 National Bureau (NB)

 

  1. a) There shall be a national bureau to be elected by the CCC.

  2. b) The NB shall include the President, Deputy President, National Chairperson, Secretary General, Secretary for finance and Administration plus seven other members elected by the CCC.

  3. c) The NB shall supervise the day to day work of the party and ensure the implementation of resolutions and directives.

  4. d) The NB shall meet on a monthly basis or whenever needed.

  5. e) The NB shall receive periodic reports from the regions and also provide regular directives and guidance to the regions.

  6. f) The NB shall be responsible for the appointment of senior party staff at the Head Office.

 

4.1.4 Management Committee

 

  1. a) There shall be a Management Committee of the party to be appointed by the NB.

  2. b) The MC shall meet twice monthly.

  3. c) The MC shall constitute of the Secretary General, Deputy, Secretary for Finance and Administration, Deputy, Finance Committee, Audit Committee and all other administrative staff from Head Office and Parliament Office

  4. d) The President and Deputy President may attend Management Meetings

  5. e) The MC shall be chaired by the Secretary General.

  6. f) The MC shall carry out the work of the party on a daily basis.

  7. g) The MC shall closely monitor the work of the party at regional and constituency level.

  8. h) The MC shall ensure that party work is being carried out in line with the decisions of the congress, CCC and the NB

  9. i) The MC shall periodically report on their activities and the activities of the regions and branches to the NB.

 

4.2 REGIONAL.

 

There shall be regional structures of the party in all thirteen regions in which the country is divided in.

 

  1. a) There shall be held every third year regional Conferences (RC).

  2. b) The regional conference shall elect the Regional Coordinating Committee.

  3. c) The regional conference shall be the highest decision-making body in the region between two conferences.

  4. d) The regional coordinating committee shall meet thrice a year or whenever needed.

  5. e) The regional coordinating committee will elect members of its regional bureau who shall be in charge of party activities in the region on a daily basis.

  6. f) The regional conference shall elect a regional chairman.

  7. i) The RCC shall monitor the work of the party in the region and ensure that the decisions, directives and resolutions of the party are being adhered to and also being practically implemented in its area of jurisdiction.

 

4.3 Constituency and branch levels.

 

  1. a) There shall be established in each administrative Constituency a constituency coordinating committee.

  2. b) There shall be held a constituency Conference (CC) in each constituency every year to elect the constituency coordinating committee.

  3. c) The CC shall elect a chairman for its constituency.

  4. d) The Constituency Coordinating Committee (CCC)-shall meet on a quarterly basis.

  5. e) The constituency coordinating committee shall ensure that mobilization, recruitment and training is constantly taking place at branch level.

  6. f) The CCC shall ensure the practical implementation of all-party decisions, resolutions and directives.

 

THE BRANCH.

 

The basic unit of the party where all activities takes place is the branch. Every member of the party starts by being a member of the branch and must remain so affiliated at all times and wherever he might happen to find himself in the national territory of Namibia. A branch shall constitute at least a minimum of 20 members and a maximum of hundred members.

 

  1. a) There shall be held a Branch Conference (BC) – Annually.

  2. b) The branch conference shall elect a branch leadership amongst its members.

  3. c) The branch shall hold a Branch General Assembly on a monthly basis.

 

ARTICLE 5: LEADERSHIP.

 

At all levels of the party, leadership shall be elected democratically and shall at all times be exemplary, collective, accountable, open and transparent to its members, supporters, sympathizers and the general public at large.

 

Leaders shall be required to declare their assets, liabilities and interests within a month after assuming office, at all levels and all those elected to government structures. 

 

Leaders shall be allowed to serve no more than three consecutive terms in each position of the Party at national, regional, constituency and branch levels.

 

There shall be the following positions of Elective Leadership in the party: –

 

5.1 NATIONAL.

 

Directly Elected by Congress:

  • President

  • Deputy President

  • Secretary General

  • Deputy Secretary General

  • Secretary for Finance and Administration

  • Deputy Secretary for Finance and Administration

  • Any other position to be established by the Party President from amongst members of the CCC

 

DUTIES AND FUNCTIONS OF LEADERS

 

  1. PRESIDENT

 

  1. a) Is the chief directing political officer and leader of the organization.

  2. b) Chairs the Central Coordinating Committee (CCC) and the NB.

  3. c) Chief spokesperson and representative of the party in its public engagement with the people.

  4. d) Articulates the policies and provides together with the rest of the collective leadership the vision and political directives of the party.

  5. e) Responsible for policy and party guidelines

  6. f) Coordinates the work of the party with the rest of the leadership.

 

  1. DEPUTY PRESIDENT

 

  1. a) Acts on behalf of the president when the last cannot perform his/her duties due to unforeseen circumstances or absence from the country

  2. b) Carry out any other duties that he/she might be assigned by the CC, NB or the President of the party.

 

  1. SECRETARY GENERAL

 

  1. a) Shall be the chief executing officer of the party.

  2. b) The contact between the party and other political parties within Namibia.

  3. c) Shall coordinate the work of the party at national level and with the rest of the party structures in the regions and constituencies.

  4. d) Shall chair the meetings of the Management Committee.

  5. e) Shall monitor, direct and supervise the work of the secretariat and ensure that decisions are indeed practically implemented.

  6. f) Shall ensure the taking of minutes and the safekeeping of all-party documentation.

 

  1. SECRETARY FOR FINANCE AND ADMINISTRATION

 

  1. Shall be the chief financial, administrative and accounting officer of the party.

  2. Responsible for preparing an annual budget that details the expected annual revenues and expenses.

  3. Advices the party leadership to make sound financial recommendations and tracking investments as needed to meet the needs of the organization.

  4. Produce financial statements to present to Management, NB and CCC by summarizing the financial expenditure, income, investments or reserves of the organization.

  5. Ensure that party finances are audited by externally accredited auditors as required by law and that such reports are submitted to the party leadership structures and organs for review and approval.

  6. Ensure sound utilization of party finances in line with party financials policies.

  7. Ensure the establishment of a finance committee as well as a risk and audit committee to assist with the management of the party finances.

  8. Coordinate resources mobilization and fundraising activities with the rest of the party leadership.

 

  1. REST OF SECRETARIAT

 

The rest of the secretary shall be responsible for their direct specific area of designation and shall supervise the staffs who work directly under them. They shall report to the Secretary General on their specific portfolio and shall at all times work as a collective. They may from time to time be assigned tasks out of their portfolio by the CCC, NB, SS or the president.

 

5.2 REGIONAL LEVEL

 

5.2.1 Regional Chairperson

          Regional Secretary

          Regional Treasurer

          Regional Secretary for Project and Community Welfare

          Regional Secretary for Party mobilization and elections

 

          The leadership at this level shall carry out the same functions and duties as that of their colleagues at national level but only with application to their geographical area of jurisdiction.

 

5.2.2 Constituency level (All branches in the area)

          The same as in 5.2.1

 

5.2.3 Branch level

          The same as in 5.2.1

 

 

ARTICLE 6:

 

There shall be established different autonomous institutions of the organization. 

 

ARTICLE 7: MOTTO.

 

Equality, Justice, Prosperity, Unity & Democracy.

 

 

ARTICLE 8: MEMBERSHIP

 

Membership of the party shall be open to all Namibian citizens and or permanent residents of Namibia aged 16 years and above who subscribes to the aims, objectives, policies and plans of the party. The Central Coordinating Committee (CCC) and National Bureau (NB) shall have the power to set the membership fee and annual contribution of members from time to time.

 

ARTICLE 9: DISCIPLINARY COMMITTEE

 

There shall be established a disciplinary committee of the party with the mandate to see the enforcement of the party code of conduct. 

 

ARTICLE 10: DISSOLUTION AND OTHER MISCELLANEOUS MATTERS

 

  1. a) The party maybe dissolved by its members who paid up at a special congress by a two third majority. On dissolution, the proceedings from the assets shall be dealt with in accordance to a resolution adopted by the same special congress.

 

  1. b) The party may after consultations with its branches, constituencies and at regional level and after a special meeting of the Central Coordinating Committee sitting on the issue decide and agree to enter into any coalition agreement with any other party or group of parties for either purpose of contesting or forming a government.

 

  1. c) The party is a legal personality on itself and is capable of suing and being sued in a court of law. It can open bank accounts, acquire and dispose of assets in its own name.
